A licence for commercial activities with weapons, ammunition and special means, with components of firearms and ammunition (including gunpowder) shall be issued to individual merchants and commercial companies if the individual merchant, commercial company members, managers and employees for which weapons, ammunition and components thereof (including gunpowder) or special means are available in accordance with the duties of work are at least 21 years. citizens of Latvia have reached the age of the year or nationals of Member States of the European Union or nationals of countries of the European Economic Area and shall not be subject to the restrictions specified in Paragraph two of this Section.

Process description

  1. Service requests
    In order to receive a licence, the merchant shall submit an application to the State Police for the receipt of the licence.
    An application may be submitted in person, by post or by electronic means (by sending an e-mail signed with a secure electronic signature (eParaksta) to an institution or by using an e-address of the State Police.
    By requiring onsite services, to present a personal identification document (Passport or ID card).

    In order to receive a licence for commercial activities with weapons, ammunition and special means, an application shall be submitted in which the following information shall be indicated:
    1. for a commercial company:
    1.1.1. the name and uniform registration number;
    1.1.2. contact information (legal address, telephone number, as well as e-mail address (if the licence is intended to be obtained electronically);
    1.1.3. information regarding the officials of the merchant (given name, surname and personal identity number or date of birth of the person, if the personal identity number has not been assigned);
    1.1.4. information regarding members of the capital company and members of the partnership (hereinafter - members of the merchant):
    1.1.4.1. the given name, surname and personal identity number of the natural person or the date of birth of the person, if the personal identity number has not been assigned;
    1.1.4.2. the name and uniform registration number of the legal person;
    1.2. for an individual merchant:
    1.2.1. the given name, surname and personal identity number or the date of birth of the person, if the personal identity number has not been assigned;
    1.2.2. contact information (legal address, telephone number, as well as e-mail address (if the licence is intended to be obtained electronically);
    1.3. the planned types of activities (manufacturing, repair, sale, deactivation, modification) and types of weapons, firearms, ammunition and special means and categories of firearms and pneumatic weapons;
    1.4. the address of the relevant premises (manufacturing room and shop, repair shop, deactivation and conversion workshops);
    1.5. the type of receipt of the licence - in paper form or in the form of an electronic document.

    The following documents shall be appended:
    1. a copy of the document attesting that the property or possession of the merchant has real estate in which it is intended to store, sell, repair, deactivate, modify or manufacture weapons, firearms components, firearms ammunition, firearms ammunition components or special means (shall be submitted if rights have not been fixed in the Land Register);
    2. a list of employees indicating the name, surname, personal identity number or date of birth of the employee, if the personal identity number has not been assigned, and the position;
    3. copies of employment contracts concluded with employees for the performance of the work in question.

    In order to receive an arms broker's licence, the merchant shall submit an application to the State Police for the receipt of the licence. The following information shall be indicated in the application:
    1.1. for a commercial company:
    1.1.1. the name and uniform registration number;
    1.1.2. contact information (legal address, telephone number, as well as e-mail address (if the licence is intended to be obtained electronically);
    1.1.3. information regarding the officials of the merchant (given name, surname and personal identity number or date of birth of the person, if the personal identity number has not been assigned);
    1.1.4. information regarding the participants of the merchant:
    1.1.4.1. the given name, surname and personal identity number of the natural person or the date of birth of the person, if the personal identity number has not been assigned;
    1.1.4.2. the name and uniform registration number of the legal person;
    1.2. for an individual merchant:
    1.2.1. the given name, surname and personal identity number or the date of birth of the person, if the personal identity number has not been assigned;
    1.2.2. contact information (legal address, telephone number and e-mail address (if the licence is intended to be obtained electronically);
    1.3. the type of receipt of the licence - in paper form or in the form of an electronic document.

  2. Receipt of services
    The State Police Licensing Commission shall, upon receipt of the submission and the documents appended thereto, take a decision regarding the issuance of a licence or the refusal to issue a licence in accordance with the procedures specified in the Administrative Procedure Law and inform the merchant of the decision taken.
    A licence may be obtained in person in paper form or by sending an electronic document in the form of an electronic document to the electronic mail address or e-mail address indicated in the applicant's application.
    In case of a refusal, the submitter shall be informed in person, as well as an extract from the minutes of the meeting of the State Police Licensing Commission in relation to the decision taken to refuse to issue.

  3. Make a payment

    State fee for the issuance of a special permit (licence).

    The merchant shall pay the State fee for the issuance of a licence, a duplicate thereof and a renewal of the term of validity of the licence prior to the submission of the relevant application.

    If the application is submitted and the licence is issued in the form of an electronic document, the State fee shall be payable by applying the coefficient 0,9. That coefficient shall not apply to a duplicate licence, a re-licence or an extension of the term of validity of the licence.

    The State fee paid to a merchant of weapons or an arms broker shall not be reimbursed if the licensing commission has taken a decision to refuse the issuance of a licence, the extension of the term of validity, the issuance of a duplicate and a re-licence or the submission has been withdrawn by an arms merchant or an arms broker.

    Payment of the State fee shall be made through a payment service provider who has the right to provide payment services within the meaning of the Payment Services and Electronic Money Act.

    The State fee shall be credited to the revenue account of the State basic budget.
