Issue of a certificate for carrying out a detective action.
Receive a certificate and perform a detective activity is entitled to a citizen of a European Union Member State or European Economic Area State or a non-citizen of Latvia who has higher education in law sciences or who has a working experience of not less than five years in law enforcement authorities (court, prosecutor's office, police, investigation authorities, State security authorities) and who does not apply to the restrictions referred to in the Detective Action Act.

Process description

  1. Service requests
    An application may be submitted in person, by post or by electronic means (by sending an e-mail signed with a secure electronic signature (eParaksta) to an institution or by using an e-address of the State Police.
    By requiring onsite services, to present a personal identification document (Passport or ID card).

    The application shall be accompanied by:
    1. one photograph (3 x 4 cm), not older than three months;
    2. a copy of the educational document (diploma) attesting the acquisition of higher education in law sciences (if a natural person has not taken office in one of the law enforcement authorities);
    3. an opinion of a psychiatrist and a narcologist on the state of health.

    The detective's certificate is valid for 5 years.

    A natural person who wishes to extend the period of validity of the certificate shall submit a submission to the State Police Licensing Commission 30 days before the end of the period of validity of the certificate.
    The application shall be accompanied by:
    1. one photograph (3 x 4 cm), not older than three months;
    2. an opinion of a psychiatrist and a narcologist on the state of health.


    Before submitting an application, the person shall pay the State fee specified for the issuance of the detective certificate, see the information regarding it in step 3 “Paying for payment”.

  2. Receipt of services
    The State Police Licensing Commission shall, upon receipt of the submission and the documents appended thereto, take a decision in accordance with the procedures specified in the Administrative Procedure Law regarding the issuance of a detective certificate or the refusal to issue a certificate and inform the person of the decisions taken.

    A certificate may be obtained in person in paper form or by sending an electronic document in the form of an electronic document to the electronic mail address or e-mail address indicated in the applicant's application.
